The Local Plan

The Local Plan was submitted to the Secretary of State for Communities and Local Government on 28 August 2014. This plan, which could potentially have an impact on Padfield and the surrounding area, included housing proposals for Roughfields and North Road. The Local Plan covers the administrative area of High Peak Borough Council. 

The Local Plan was finally adopted on 14 April 2016, which sets out the council's vision and strategy for the borough until 2031. This includes the proposed locations mentioned above for development, with the North Road site already under way. This means that Roughfields is still a proposed development site.

The documentation set out here includes the local plan itself, additional modifications, sustainability appraisal and the examination library (documents submitted for consideration during the examination of the High Peak Local Plan). 

Local Plan Review


In 2022, High Peak Borough Council started a review of the Local Plan.  Preparatory work determined that the adopted Local Plan was partially out of date as the following policies relating to housing (including affordable housing) and employment needs were considered to be out of date.
  • Policy S3 Strategic Housing Development
  • Policy S4 Maintaining and Enhancing an Economic Base
  • Policy H4 Affordable Housing
Before they begin to draft a new Local Plan, HPBC would like to share some of the information that they have gathered to date that may shape future proposals and key issues that the next Local Plan may need to address up to the year 2041.  HPBC would also like to hear from High Peak residents to find out what key issues they think the next Local Plan should tackle and how, as well as any suggestions that you may have for future sites for development or protection. 
Your feedback will help the Council to identify the issues and options for the Local Plan that they intend to consult on later in 2023. There will be further opportunities to comment on the plan as it develops and before we submit it to Government for consideration in 2025.

 How to View the Documents
 
A Local Plan early engagement document and other supporting documents together with the Developer Contributions SPD and Statement of Community Involvement can be viewed in the following ways:

    Please be aware that on 4th/5th February 2023 a scheduled 12 hour outage will occur on the online portal (likely times are 10pm on 4th to 10am on 5th) so viewing documents and making comments online will not be possible at that time;

    Available to view at Buxton Town Hall, Glossop Municipal Buildings, Town Halls at Chapel-en-le-Frith and New Mills and at all libraries in the Borough during opening hours.

The submission of comments online or by email is considered to be the most efficient means of responding.

Email: complete a response form (available from the website) and email it to [email protected]; or
Post: complete a paper response form (available in the same locations as paper copies of the documents) and send it to Planning Policy, High Peak Borough Council, Town Hall, Market Place, Buxton, Derbyshire SK17 6EL. 
 
Comments should be received by 5.00pm on Friday 3rd March 2023.
